No. Acceptance rate is computed only over resolved handoffs, accepted or overdue, never over items still pending inside their window. Judging something not due yet would be premature.
That usually means the response window itself is unrealistic, not that everyone is underperforming at once. Check the window before concluding it's a people problem.
